Exchange 2010: Management Console / Shell does not start

If the Exchange Management Console or the Management Shell does not start with the following error, it helps to restart the IIS. Here is the error message that appears when this error occurs:

The following error occurred when connecting to the remote server: The request cannot be processed by the WS-Management service. The system load quota of 1000 requests per 2 seconds has been exceeded. Send future requests at a lower transfer rate or increase the system quota. The next request from this user will not be approved for at least 1116595328 milliseconds. Further information can be found in the help topic "about_Remote_Troubleshooting".

If the problem occurs repeatedly, for example because a user actually makes too many requests, e.g. service accounts for monitoring etc., the quota can also be increased:
