Various users keep reporting problems with the search function of Outlook and OWA in connection with Exchange Server 2019. I also had problems with the search function or the Exchange 2019 index, I already had this described here:
A reader also had problems with the search for the migration to Exchange 2019 and opened a case at Microsoft. I was kindly sent the final statement from Microsoft Support about the case. Here is an excerpt from the email:
We had the same problems on a new Exchange 2019 after the migration.
Services mentioned in the entry were always running and several hours were spent on engineering and testing.
Because we are a Microsoft Gold Partner, we opened a case with Microsoft.
The technician responsible for us was able to confirm a bug with the search and provide us with an official statement:
"As I have already informed you, the behavior described in the ticket is a known problem with the search function in Exchange Server 2019. In the previous cases, an Escalation Engineer from Microsoft was involved, who contacted the product group directly and reproduced the situation using a test environment.
We have been informed that the product group has prioritized work on the issue and the solution is expected with CU5 for Exchange Server 2019."
There seems to be a general problem with the search function in Exchange Server 2019, but this does not seem to be made public. At least no one has found a solution in the following discussions:

Let's hope that the problem will be fixed in CU5 for Exchange Server 2019. CU5 for Exchange 2019 is expected to be released in March 2020.
